2-1-1 National and Local History  

Information and Referral (I&R) has been a part of United Way of Asheville and Buncombe County since the 1970’s. 

1970    The Volunteer Service Bureau was created at the United Way of Asheville and Buncombe County by the Junior League.

1972    The Volunteer Service Bureau created 24-hour Information and Referral in Buncombe County.

1990    Information and Referral became First Call For Help.

1997    The first operational 2-1-1 is initiated in Atlanta.

1999    First Call For Help was accredited by AIRS in October.

1999    The first statewide 2-1-1 system is created in Connecticut.

2000    The Federal Communications Commission (FCC) designated 2-1-1 dialing, stating:  "We find that the Information & Referral Petitioners have demonstrated sufficient public benefits to justify use of a scarce public resource and we therefore assign 211 to be used for access to community information and referral services."

2001    First Call for Help officially becomes 2-1-1 on May 1, providing service to Buncombe County.

2003    2-1-1's online database resource begins operation on April 8.

2003    2-1-1 expands service to Henderson County on September 15, becomes 2-1-1 of WNC.

2004    2-1-1 of WNC expands service to Transylvania County on July 1.

2007    2-1-1 of WNC expands service to Madison County on August 1.

2008    2-1-1 of WNC becomes accessible by cell phone on July 31.
